Fukuoka is located in the southwest area of northern Kyushu, which is the center of administration, information, economy and education and serves as a business base in Japan. Fukuoka with the advantage of its location close to both the Korean peninsula and China has been a gateway of continental culture since early times. Fukuoka City hosted an Asia Pacific exhibition in 1989 in celebration of the 100th anniversary of city establishment and hosted the Universiad in 1995. Traditional Festivals such as Hakada Kion Yamakasa and Hakada Dontaku are held every year.
Busan sends a public official every year and Fukuoka sends one every two years in accordance with the agreement of public official Exchange Program established on September 27, 1990. Exchange covers such matters as administration, culture, sports, economy and joint participation in the Asia Pacific summit conference as well as hosting Tourism Exhibitions.
Ahn Sang-young, Mayor of Busan and the Mayor of Fukuoka signed an agreement for administrative cooperation exchange between the two cities in Fukuoka on October 24, 1989.
